Using the latest verions of PGCEdit (0.6.3.1) I found that if I right-click any title and choose new dummy pgc a new one is made fine. Now if I double-click the new dummy PGC and choose add cell the add cell dialog comes up as always. HOWEVER, if I uncheck the backup option and hit ok to create the new blank cell the backup is still made. Tried this a few times...same result. Backup is not always needed.
