DGPulldown 1.0.6 beta 4 has CLI interface

Here is a beta of a command line interface for DGPulldown, suggested by 'timecop'.

It probably has bugs, so I released it as a beta and I encourage feedback.

Edit: Got a "Cannot open output file" error when I omitted the output file name on a 23.976-25 pulldown, but when I included it everything went as expected.

If I set drop frames on, will it set timecodes automatically on as well?

Here is beta 4. There were two problems:

1. Beta 3 showed "beta 2" in the title bar.

2. Beta 3 actually started up with the preset "No change" but the preset "23.976->29.97" was checked.
