easy transcode Audio: PCM -> AC3 / MPEG2

Hello!

Does anybody know one "easy to use" program that has the ability to trancode audio, f. g. uncompressed PCM audio to ac3 oder Mpeg2 ?

This program does not have to support video compression.

I saw this function in ratDVD but without video conversion ratDVD cannot be used.
