Recently, I've been noticing these strange flickering black lines on certain scenes of a couple of DVB recording's i've taken:

The noise seems to be present in the original signal, so i'm pretty sure its not some sort of interference. Signal quality/strength is in the high 90's, so i'm certain its not a signal integrity issue.
As far as hardware is concerned, I'm using a Hauppauge Nexus-S DVB PCI card to record.
I've never seen this type of noise before, and I've found nothing that looks similar to it in any of the denoising threads/guides I have read. Quite frankly I'm stumped.
Any help identifying the noise is greatly appreciated. :D
