A free program to do this Derrow's VobEdit.
Here is a guide: http://ifoedit.wh.fr0zen.com/joinclip.html
You could also join the dvds with TMPGEnc DVD Author. There is a free unlimited feature trial version. You can either create new menus in TMPGEnc DVD Author, or you can import the original menus with PGCEdit.

You would have to use a compression program, such as DVD Shrink or similar...

I forgot to mention DVDShrink.
If you want to join two DVDs (movie only, no menu), DVDShrink in reauthor mode is perhaps the easiest way to do it.

@ ntvh
as suggested there are a few techniques which can accomplish your task. however all recommended methods will not keep the use of the menus.
if this is important to you, please see this thread for detail on using freeware (PGCedit) to join 2 dvd's keeping fully functioning menus:
Join two DVDs with preserving original menues (http://forum.doom9.org/showthread.php?t=96211)
to be honest though, if you wanted to perform this function often, i would purchase DVD Remake Pro, as it greatly simplifies this process.
