Avi to Mpg

How to convert and .avi file to .mpg wihout using the codecs, like if I want to convert a DivX file to .mpg I need to have the DIvX codec installed, while programs like Nero Vision Express can do it without it using their internal MPG1/2 & 4 decoder. Are there any other applications which allow you to do this, also would like to know if there is any oneinall generic MP4 decoder which can decode all DivX, XviD and Nero MP4

P.S. Pls don't suggest FFDSHOW, cos it doesn't work properly at my side.

Hmm well the two stand alone players that i like are
Media Player Classic & VideoLAN.

As for the AVI to MPEG2 I would go for AVISynth with QuEnc or HC, but that requires a codec to decode. There is probably a pay program out there but i stopped paying for software except for XP. I'm running all open source for the most part, and its the best thing ever because it works.
