what is "unable to recover TOC"?

hello all i have attempted to backup a couple of burned dvd movies. I am using dvd shrink and dvd decrypter. After shrink completes the analyzing and encoding process, decrypter opens. I then insert a blank dvd disc and get the message "unable to recover TOC" what is this?
