Help! Region 4 ---> Region 1 ?

Hi, I am extremelynew to DVD ripping. I want to make a copy of a DVD that is Region 4 so I can send it to my brother in the states so I would need it to be able to play on Region 1 DVD players. Can anyone help? And in semi-english because I don't really know too much about what I'm doing. Thanks very much!! :D
