1) I guess DMB-S dcoument is based on some ITU recommendation. I am not able to get the ITU recommendation? Should I have pay to get it?

2) Anyody have idea on whether DMB-S and DMB-T are only meant for mobile tv? or they are being used for fixed reception also (like STB)? If they are used for both then there is not any difference in DMB standard for mobile and fixed reception?Any pointers?

1. DMB is DAB but with different kind of content. See ETSI TS 102 428 V1.1.1 (2005-06). You can download it from ETSI's web site.

2. DMB is only for mobile tv.

I guess you are talking on DMT-T (terrestrial) which is based on DAB. There is a new module (Video mux) introduced in DMB-T and it used stream mode of DAB.
But DMB-S (Satellite) is not based on DAB. It is based on ITU System E recommendation, which not same as ETSI.
