after using dvd decrypter to rip,dvd rebuilder with cce, and burning with nero 7, I find my menu scene selections only work to what would appear to be the end of the first layer. Am I missing something.

Did you burn back to a dual layer?

Never use Nero to burn DL DVDs! It has many problems!
Use PgcEdit (which use mkisofs and ImgBurn.) You will be able to select the cell where you want to put the layer break (with preview.) Currently, it's the only safe way to burn DVD-Video files on a DL.
(Sorry to make the promo of my program, but it's the truth!)

I would really like to second rOlZ's post. I don't recommend using Nero to burn dual layer DVDs either. I had some weird problems with discs I burned using Nero and then I found out about using PgcEdit and now I won't do it any other way. Nero packs the data prior to burning, which could pose a problem down the road if the wrong sector on the DVD goes bad.
Some have reported various strange problems with Nero 7. I remember reading how one guy had to downgrade back to verision 6 to fix his problem, but I forgot what that problem was. I have decided not to consider upgrading to version 7 until I am convinced that Nero has worked out the bugs.

And, trust me, there are also some serious problems in v6.

I wouldn't (and don't) burn single layer disks with Ner0.
PgcEdit (http://www.videohelp.com/~r0lZ/pgcedit/index.html) and ImgBurn (www.imgburn) all the way.

Thanks. I didn't know Nero had issues with dual layer. I already have PgcEdit for audio streams, will try burning with it.

@1Bullet
Another potential source of your problem could be the DL media you're burning. MANY postings at this and other forums indicate that, presently, Verbatim DL DVD+R is the only consistently reliable DL burnable media...
