Custom Quantization Matrices

Can someone explain me this matrices thing? What is the use for them? If they modify some aspects of encoded video (like adding extra detail), what do they trade for that?

I think they improve compression and typically look better than the default H.263 matrix. Some are optimized for higher or lower bitrates.
