First, download PGCEdit (freeware) - I believe it can be found at:

http://www.videohelp.com/~r0lZ/pgcedit/index.html#download

Then go to http://forum.digital-digest.com/showthread.php?t=56078 and look @ the bottom of the first page for the plugin.
