PgcEdit is good with layer breaks.... use that (combined with ImgBurn) and you should be ok.

Can I burn dual layer in file mode?
I've had no trouble using NERO to burn DL DVDs ripped in "File" mode, using Verbatim DL DVD+R media...

PgcEdit allow to burn DL media with the ability to select the layer break cell, with preview. See the guide here (http://www.videohelp.com/~r0lZ/pgcedit/third_party/blutach/dl_burning_with_pgcedit.htm). It's easy.
I also recommand to use the 32K gap option (explained here (http://www.videohelp.com/~r0lZ/pgcedit/third_party/blutach/Burning%20With%20PgcEdit.htm).)
You cannot do that with Nero!
