GSpot (http://www.headbands.com/gspot/) can show detail info on vob files, inside the DVD's VIDEO_TS folder . you have to right click on the VOB file and select "Open With", then select "GSpot Codec Info..." . but doesn't show all, that you want .

PowerDVD, when playing a dvd, shows information like bitrates, audio-type,aspect ratio, number of subtitle streams, number of audio streams,... in Configuration->information. And when playing and "show information" is enabled in the menu it also displays current bitrate while playing and some other things.

Could you specify full information a little more? Things like aspect ratios and bitrate can change title to title (or vob to vob, I am not sure), they are not consistent over the content on a disc. A program that extracts information on all of the vobs on the disc and organize the info according to the dvd structure would be nice, but I do not know of one.

A quick look with ifoedit at an ifo file suggests to me that number of passes,
program used for production and so on is not revealed in it.
I doubt that it would be revealed in a vob itself. The info that is contained in the ifo is similar and as limited as the info that powerdvd showed me in its information tab.

Greetings.
