I usually encode a 1 hour show using TMPGEnc to burn to DVD. I've been encoding mpeg2 CBR at 8 mbps. For just 1 hour of video is quality going to improve if I encode as a 2 pass VBR or is single pass at 8 mbps about as good as it gets?

At 8000k what more are you looking for???
Depending on your audio size, you could go up to 9000-9500 for a 1 hr show.
