DVDRB reencode on vobid base ?

Is it possible to reencode a movie on vobid base rather than cellid base ?

If not is this a possible planned feature ?

I have been told vobid is better than cellid, is that true?
What is the difference between those two in the end ?

there is no visual difference in quality, and cellid adds better editing options
