DVD2SVCD Aspect ratio Problem

i got an problem with dvd2svcd. i have some animes that i want to convert to MPEG2 . but when i convert them 4:3 the movie is like squeezed together and when i put it to 16:9 then the movie looks right but i got up and down black boxes(and i dont want them). is there an way to fix that?
