How can I convert a PAL mpeg to NTSC?

This thread is a revival of your original request here (http://forum.doom9.org/showthread.php?t=100259), from back in September.

In the original, Amnon82 pointed you to TMPGenc 2.5, which is acknowledged as one of the easier ways to accomplish this task. Personally, I've not tried one of these conversions, but it's been posted here in Newbies recently that TMPGEnc DVD Author can also accomplish this.
