Hello!

I have a 29fps NTSC movie and i want to inverse telecine it to get it back to 23 fps and afterwards to PAL's 25 fps.

For that job I use TFM, which gives quite nice results in 2 pass mode, but see it's output:

why can't I force it in 2 pass mode just to output 23 fps and not this crappy mixture?

Actually what you are doing there is creating a MKV timecodes file to make a VFR file.... and if you are tryin to just ivtc then convert to PAL... you shouldnt do that. To just IVTC the source, then use tfm(d2v="c:\oursource.d2v")
tdecimate() Then after this you would convert the framrate to 25fps, PAL conversion, using AssumeFPS(25).. which will actually speed up the video to that frame rate.

I can't help asking why you want to do this tho :( . Most current standalone players play both NTSC and PAL (if indeed you are doin this for a dvd backup). BTW: you will also need to adjust the audio, by converting it to 25fps too.

It does not matter why I do it, believe me, it IS necessary and speeding up the audio using TimeFactory is no problem.

I want to use 2 pass mode, as in my opinion it should give a much better quality!

but you should understand... the two pass mode is there to not enhance the quality of the deinterlacing.. but infact to better make a vfr timecode file by providing statistcs from a post-pass from both tfm and tdecimate. This will have no effect in what you are trying to do. If you need to tweak settings because combed frames are still aparent, or you find interlaced artefacts of any kind, you can tweak TFM's settings. 99% of the time, TFM's default routine should work on proper NTSC content.

I think you're quite confused on what that two pass mode is for. It's not to increase quality, it's there to generate timecodes to be used in a vfr encode.
