I have had no undersizing problems - except where I have made a mistake.

Not undersize here.
Double check your calculations or do use ProCalc ASPA (http://forum.doom9.org/showthread.php?t=96834). Do use it in "time mode" to avoid ASPA calculations (with sample encodings). Select EclCreate as encoding manager and configurate it to use CCE 2.7.
If you like OPV mode instead of Multipass VBR, you can try AUTOQ2 for CCE (http://forum.doom9.org/showthread.php?t=96420).
You can use also DIKO+ECLCREATE+CCE 2.7 (http://www.vmesquita.com/forum/index.php?topic=4898.0). If you don't want ASPA calculations, this is a great option, for Multipass VBR or OPV mode.
