Video Probs

I've downloaded some video and it seems to have lots of 'artefacts' on screen as well as some annoying green 'splodges' at the bottom of the screen if I view in MediaPlayer or PowerDVD. If I view it in VLC Media Player, there's no problem. Converting the file to any other format makes no difference - the problams are still there.
Any ideas anyone?
