Does anyone have any tips for encoding TV captured anime? What filters would be good to use? I've heard that TMPGEnc's noise filter and Color Correction are good, but what other ones with AVISynth?

depends how noisy the source is and how good your connections are.
best case:
- de-rainbowing (analog TV = composite = rainbows and dot crawls)
- IVTC (telecide+decimate or TIVTC etc)
- mild de-noise, like degrainmedian or removedirt
worst case is all the above plus:
- "inverse standards-conversion" (a term i made up for removing blended fields and recovering the original framerate). look for restore24 and a few other experimental things. search for "field blend"
- interference removal (defreq, fanfilter and sometimes peachsmoother help)
- strong denoise (pixiedust or a homebrew motion compensated denoise, plus a spatial filter if needed)
- impulse filtering, to get rid of impulsive noise, or dust and scratch. removedirt handles this well (beautifully with mvflow included), and DeSpot for the more heavy duty stuff, but this can remove detail on fast pans.
and of course you'll probably need colour correction and maybe chroma offset correction.
