mp4 container to mpg (H.264/AVC)

Is it possible to just switch containers without re-encoding?

of course it is possible, i just dont know a tool which allows to mux avc from mp4 to mpg 100% correctly for sure

ffmpeg seems to do this in a not really false way as its mpg files are playable
