I'm using the HC 0.16 encoder and I was wondering if I should have anything checked in the AVS options. I've searched and all I could find deals with CCE. If I missed it, can some one show me where I can find it?

Actually, the AVS options just simplifies the process of creating scripts for AVISynth, and the process is the same regardless of the encoder used. If you just want to reduce the DVD's sizing while keeping the video stream as faithful to the original material as possible... do nothing: Rebuilder automatically takes care of everything with default settings. The filtering options just allow the user to "tweak" things more to their individual tastes... but tread carefully, and be prepared to do plenty of experimenting.
