New x264 features in Rev. 368A - Slightly Faster B-RDO and Always Check MVP

Can anyone explain these new patches.I know use for Slightly Faster B-RDO,but what is Always Check MVP.

Does these new features improve x264 quality,or not?

If you look at the diff file, it appears the code gets rid of 2 if statements....I guess it's a speedup thing..maybe only one branch of the if statement was getting selected most of the time so they decided to optimize for speed in that area (gets rid of 2 subtractions, two absolute value calls, and two comparison operators)

this gave me 2fps more on my encodes with the same settings i always use. from 9 to 11fps
