i am having a little difficulty figuring out what your requirements are.

are you looking for a dvd authoring program that allows custom menus and background music?

if so, most (if not all) commercial authoring programs will give you this flexibility to some extent.

i would suggest you start with dvd-lab (http://www.mediachance.com/dvdlab/) . you can download a 30 day trial version from the site.
