Can a backgound music be added for the MPEG2 file during the authoring?

I have a mpeg2 file with some recorded sound, and I want to add some background music which can be some .wav .mpa, or .mp3 files.

So can I merge them together during the authoring?

I would say no...
You have to prepare all of your assets (video, audio, subtitles)
before the authoring...
What you need is a good audio editing application...

But the process should be carried out before authoring...
