If this isn't the right forum, please point me to the right one.

I have found the use for this function in two situations, and I'm interested in a (semi-) automatic way of doing it.

Short description: Source track A contains speech, track B contains background music I want to add - but it shouldn't make the speech hard to hear. The volume of the background music should be lowered when there is something on track A. This would need some read-ahead, so track B could be ramped up and down slowly to avoid "pumping".

I would want to be able to set a min and max volume of track B, it should vary between these volume settings.

This function is interesting both for the sound part of video camera footage I have, and for pure sound recordings. Since the video is most often filmed outside, a filter that could remove wind noise would also be welcome.

Any idea for programs to use, filters and plugins? I have a Hi-8 camera, and Adobe Premiere came with the video capture card.

can't help with a tool or filter, but maybe with a name
the feature your looking for is called (automatic) talk-over
maybe this will help you with google and forum-searches

The prcess you search is often called ducking. Search for compressors with sidechain inputs.
