rewrite timecode value?

does anyone know of an app or plugin that will allow:

1. open a dv-avi file
2. see the embedded timecode value for the file's start frame
3. enter a new value for that timecode
4. use 'save-as' to re-save the file with a new embedded
timecode stream based on the newly entered value

i have/get a lot of library and archive material which has a window burn.
for this material it would be helpful to resave the file with a timecode stream
that matches the window burn. also, sometimes files have been rendered
out using software that sets the new file start time to 00:00:00:00 (as
much or most software does). in this instance it would be helpful to be
able to correct this and again resave with the timecode reset to match the
original stream's timecode. a plugin would be ideal in this instance as one
could apply the solution from within the offending app before it renders
the erroneous timecode stream.

Use DV Date Time Changer from ( http://video2dv.com/index.php?lang=en&page=dvdtc )
It writes a new DV-AVI with the new time/date inside. It is beta but works.
Limitation: It not detect scenes so once you give a time/date it writes frame by frame to the newer file without recompression. So if you want to preserve scenes you MUST split scenes first (one scene-one file) by using Scenalyzer freeware ( http://scenalyzer.de/scenalyzer.zip ) then DV Date Time Changer must be used in every file (=scene). It is manual but works.
If you have a *whole* DV-AVI file with wrong 'constant' timedate (1 hour, 30 minutes before or after, ..) you can process it in one step with DVDate ( http://paul.glagla.free.fr/dvdate_en.htm )

thanks Jalavera. i was under the impression that dv date/timestamp is different from
timecode, dv date/timestamp generally represented as hh:mm:ss and timecode being
represented as hh:mm:ss:ff. it's the timecode stream that i'm interested in. i thought
that the timecode stream, being distinct from the date/timestamp would not be
affected by DV Date Time Changer . am i correct in this assumption? i need the
timecode stream for non-linear software editing.

i've now heard from mike of DV Date Time Changer on this issue and he says there are no plans
to add timecode rewrite functionality in the near future. on the other hand, i've received email
from basilik at this address:

basilik says he is working on such an app but has no time for development. i've just emailed him
encouragement to pursue it over his other app since there are already others like it but his
dvtimeutility would be the only one i've seen in months of searching. i'd encourage others with
similar needs to email him as well. i did so through the email address at the bottom of the page
linked above.
