Hi!

Use ISOBuster to extract the files that comprise the DVD.

Then use the software of your preference to convert the .VOBs to VCD...

Have a look at Daemon Tools.
It makes a virtual DVD drive on your PC.
You get a tray icon, which when clicked, lets you mount an image file. You browse for the ISO file you want and select it. Then when you go into My Computer from desktop, there's an extra DVD drive, which will play the DVD contained in the ISO image.

So mount your ISO in Daemon Tools, then use any DVD to VCD software (DVD2SVCD does a fine job :) ) to convert to VCD.

If you have Nero installed: it comes with "Nero image drive" ... works fine for isos.
