what is the zone means.
There is an option of CLI, --zone
--zones <zone0>/<zone1>/... Tweak the bitrate of some regions of the video
does it mean to shrink the bitrate of some zone?

If you read the --longhelp, it says that you can add a bitrate weight of any value or a quantiser value. The weight could either raise or lower the birate for that section. This will cause x264 to adjust the bitrate for the rest of the video accordingly so that the average bitrate for the file will try to be the target.
