Maybe you should take a look at this thread:

How to get better quality?
Give more information!
Tell us what settings you're using that are giving inadequate quality and let's work from there.
Alternatively, have a look at the SVCD encoding guides on the Doom9 main page. They should help you figure things out.

yea i encoded with doom guide but i want to get better quality ... i work on
resize lanczos, 5 pass, 25 fps pal, M = 3 , N\M = 4, marked Output top field first stream, quantization scale type - nonlinear, luminance level 16-235, intrablock 10 bits and block scan order AUTO .....
any ideas to get better result :>

OK. I can't see anything amiss there. If you are getting low quality output, the only solution I can see is to make the output file bigger. Because CD is a low capacity medium, SVCD is by nature a low bitrate standard. Your only hope is to go for a multiple-CD encode.
The ceiling bitrate for video on SVCD is 2530. As an experiment you could try a CBR encode at that bitrate to look at the quality. If it isn't good enough at that, then you aren't going to get a satisfactory result on SVCD. You could increase the VBR bitrate and make a non-standard-compliant XSVCD. Many players, but not all, can play these.

Try with bilinear resizing, M=3, N/M=5, DC precision 8bits. Use a low bitrate matrix such as QLB or the KVCD notch. Minimum bitrate at 150kbps. Use a 2-block overscan (use the search or use FitCD for help).

Where should you play this disc? If on computer, or you have a player that can play DivX/XviD, you will get much better quality compressing to that instead of SVCD.
