Error "GdipLoadImageFromFile failed: 3" when compressing single .vob file with CCE SP [Archive]

Does anyone know why I get the error message "GdipLoadImageFromFile failed: 3" when I try to open a single .vob file in CCE SP?

cce can only open avi's. hence the use of dgindex (or other) to generate a d2v file.
