because when i opened two of the output .avs file in vdubmod, the frame rate is 23.xxx.

In DVD-RB there is no such thing as "force film", but because of the way it works you don't need it. If you are encoding an original that consisted of pulldown progressive material, it will be reencoded as pulldown progressive as well. The same goes for hybrid interlaced/pulldown progressive streams.

But don't let the reported framerate from the AVS or M2V files throw you off. The encoding is always done at a fixed framerate and is then corrected to match the original during rebuild.
