Simple beginner resize script

I downloaded some mpeg2 files from archive.org that are not in dvd compliant resolution or fps. These are public domain films like Dr. Caligari and are in B&W. I would like to make them dvd compliant. Can someone please advise me? I have both cce and tmpenc plus, but have never use avisynth. I really don't have a clue where to start. I can demux the files, but I need to resize and change the fps. In some cases I would like to fix the color casting by making the video true greyscale. A sample script would be great.
Is the new beta avisynth faster?

What are the details of the source file? Frame size? Frame rate? Interlaced/progressive? If you post an unprocessed source fragment, we can help you better.

I have the mpeg2 file.

The file information from vdubmod is:
576x488, 23.976 fps,
avg bit rate is 2737Kbps and the audio is 44 khz layer II

This one doesn't really need color correction, but there are some othe B&W films on this site that have color cast that I woud like to correct while resizing.

Assuming it is not anamorphic, I would crop to 480 vertically and then add black borders to make it 720 horizontally. Then use DGPulldown to flag it to 29.97 fps. At that point it is DVD compliant and you can author with it.

I'm afraid it's not going to be a "simple beginner" thing.
