Mpeg2 To Vob

How Can I Change An Mpeg2 File, Encoded From Progdvb Into A .vob File. How Do I Change The Extension So I Can Place The File Onto A Dvd Disc To Enable It To Play In A Stand Alone Player.
I Have Tried To Convert The File Using Nerovision Express, Dvd Architect And Vegas And For Some Reason It Takes About 4 Hours. I Was Under The Impression That An Mpeg2 File Is Similar To That Of A Vob File And Only Needs A Slight Adjustment To Enable It To Play On Dvd.
Can Someone Help!
