AAC Encoding fails

I just tried encoding AAC with BeSweet Light. But it seemed I encountered problems.
I downloaded all that AAC v2+ from here at Doom9 and copied the aac plugin from winamp and set up the encoding process. Thing is, it works fine for 16 kbps or above, but not below. Does that mean I can't encode below that?

BeSweet Light used the following command line:
