DVD-RB doesn't switch matrix in 1 Pass VBR

It just always sticks with MPEG matrix (at least with HC encoder).
Bug or not?

That was necessary in order to keep the prediction anywhere near accurate. In later versions I may be looking at alternative methods, depending upon the direction Hank315 goes in his own 1-pass research. He's also doing some experimentation with other methods.

Same for CCE. The prediction would have to change matrices for every segment and predict it individually (because the matrix could change for each cell based upon its bitrate) -- it eventually gets to a point at which the amount of overhead makes 2 pass a better option.
