Missing VIDEO_TS.VOB

Hello, I have a DVD in a VIDEO_TS folder.
But when I try to burn it with Nero I get the following error:
"DVD-Video files reallocation failed. The resulting DVD-Video might not be playable."

The log has this to say:
"Required file 'VIDEO_TS.VOB' is not present".

What does VIDEO_TS.VOB?
Is the DVD useless without it?
