How would I figure the rendered file size based on mpeg2 size, lead in, lead out and menus? I am using Cyberlink's PowerDirector 3.

Hello and welcome to the forum-

I'm not real sure I understand the question, but:

DVD+R=4483 MB=4.377 GB. Or thereabouts.
DVD-R=4489 MB=4.383 GB. Or thereabouts.

If you burn an ISO, you have to allow for another MB or so.

But you can't just add them all up to get the total, as there's muxing overhead to consider. It's in the range of 15-25 MB or so. I don't know anything about PowerDirector.

Thank you, I found a good table of capacities in http://dvddemystified.com/
Incidently what is an ISO DVD?

It's an image file, with extensions such as .iso or .img. Some people (like me) create them from the DVD files (I use ImgTool Classic) for burning with DVD Decrypter or other programs.
