If you only have a VOB file, create new IFOs (http://ifoedit.wh.fr0zen.com/createifo094.html) for it using IfoEdit. When done, open up this VTS_01_0.IFO and look into its VTS Overview. The audio and subpicture tracks will be in the "Titleset (movie) attributes" section.
Oh and I forgot to say, you must rename your VOB(s) to VTS_01_1.VOB, VTS_01_2.VOB, VTS_01_3.VOB. IfoEdit only creates a single VTS DVD structure.

And you can see the subpictures with SubRip. (Use the "Only Show Subpicture" option.) Useful if you don't know which languages are in the subpics.

shows information for every stream
Video: ID, MPEG1, MPEG2, Framerate, Bitrate, Resolution, AR
Audio: ID, DTS, MPEG, Dolby, Samplerate, Bitrate, Framesize
Subs: ID only
