Ever hear of s-mpeg4 at 15 fps? How do I convert this to NTSC standard 29.97 fps?

If you're making an (S)VCD or a DVD, you don't have to worry about converting fps, using DGPulldown (http://neuron2.net/dgpulldown/dgpulldown.html) will suffice.

DGPulldown can increase the framerate by a maximum factor of 1.5 times.

Pulling down a frame adds one extra field, i.e., converts 2 fields to 3 fields. If all the coded frames are pulled down, you've increased the total number of frames by 3/2.
