Firstly, I don't think you should be hotlinking something from neuron2's FTP. It doesn't work anyway.
Secondly, 'What filters to use on the video' means what? What is the purpose? What do you intend to achieve? Else what if I tell you the filterchain to resize the video to 1024x768, add grain, flip the picture and play it backwards? Will that do? :devil:

@kurt476
Please use a proper thread title per forum rule 9. Thank you.
I'd also appreciate you not dropping 580MByte files on my server without discussing it with me.

It's not a big deal. But I have limited space, only about 600MBytes. If you park a 580MByte file there you shut me down. Also, do you think people need or want to download that much to see your video, which you did not even bother to describe? Upload a reasonable sized clip and describe the issue in words. Reasonable for this purpose is about 50MBytes, unless you can explain why more is needed.

First, please fix your thread title as requested. Thank you.
Your clip is a low-resolution clip of a tire commercial that does not appear particularly noisy to me. If you want better quality, why don't you capture at full resolution?
Instead of posting long clips and then asking us to guess what you think is wrong with it, why don't you just post a single frame and point us to the picture area you are concerned with and tell us why?
