MPEG-4 Transcoder?

Is there such a thing as a MPEG-4 transcoder, which allow to decrease quantization without recalculating motion vectors, in the same fashion as to MPEG-2? (I ask this here because XviD is my MPEG-4 codec of choice )
As I highly doubt that there is, would it be feasible?
