WinTV: Resizing artifacts when capping lower resolution

I have finally been able to document something my eyes have been telling me for a while. When capturing at lower than ~400 pixels wide, the WinTV ( and possibly other bt878 cards ) implements some sort of filtering that blurs the image much more than necessary.

So capping at 720x480 and resizing down to 352x480 WILL produce a sharper image than just capping at 352x480 reguarless of any filtering that is done. SVCD 480x480 does not appear affected by the horizontal filtering.

I am including a link to dvdrhelp where I posted this as well and hope to generate some feedback on both forums.
