Alternative Timing Program Than Wavelab?

I tried finding wavelab from steinburg.net but it looks like the download has been taken down... or I'm just blind. When I try to time from an mp3 source the audio quality is so bad I cant make out any of the words.

I heard that wavelab could do the job nicely, but if I cant find the download, then are there any programs that could do the job just as well?
