It is not at all clear what you are really trying to do, and for what purpose. It is generally a really bad idea to take 29.97 interlaced video (which is what an "NTSC DVD" contains), and change it to 23.976 progressive. There is generally no reason to do this, and the result is not going to look very good. Are you trying to match existing 23.976 progressive ("24p") footage?

If we can take what you're saying as true (and I have my doubts), making it 23.976fps and at the same time keeping the same length (ChangeFPS(23.976)), will make it play jerky. You can always slow it to 23.976fps without difficulty (AssumeFPS(23.976)), and keep the framecount the same and the motion fluid, but then everything might seem to be in slow motion. Or, you could try some frame interpolation trickery, but that's pretty advanced stuff.
Better would be for you to post a 10-second sample from the source. |
