VobDec0.3 error

Hi,
I downloaded the source code for VobDec 0.3 from the Downloads section and tried running it from Borland C++ Builder 5.0 .
It gives this error,everytime I execute it using any of the options (i.e. just scanning , or scanning and decrypting etc.):
scanning block 524271 error: can't read from input file 'd:\video_ts\vts_01_1.vob
This is apparently, one of the last or the last block.
When I ran the original program (i.e. the exe in the download), it worked fine.
Could anyone tell me what the problem could be?
