nope bilinear is a resize technic
so it has nothing to do with the black borders.
It also sounds like this question should be asked in dvd2svcd newbee section and not advance

Depending on what format you are using 16:9 or 4:3 will you get black lines or not here is an example.

Lets say your movie is 16:9 1:85:1 and you think its 2 narrow or the black borders are 2 fat on the top and bottom. Open dvd2svcd goto the conversion tab and select 4:3 in the Aspect Ratio box..
