Can a software Crop/Resize MPEG-2 stream ?

Hello,
Does somebody knows a software (GPL or at least with trial version) to crop and resize Directshow MPEG-2 streams without re-encoding all the files?
I've been looking on the internet for a while without finding anything.

You can use ffdshow to crop/resize during decoding if it's what you are looking for... If you want to make it 'permanent' then it is not possible without reencoding.

VLC can also crop and resize, but again that's only for playback.
